The Peoples Democratic Party, PDP, has taken a swipe at the national chairman of the ruling All Progressives Congress, APC, Comrade Adams Oshiomhole, for insisting that the party will not share chairmanship of House of Representatives and Senate’ Committees with opposition parties in the 9th Assembly.The party described as unfortunate, the statement credited to Oshiomhole, adding that there is no way the Speaker of the House and President of the Senate would emerge without the support of lawmakers elected on the platform of the PDP.A statement yesterday by the Deputy National Publicity Secretary of the party, Diran Odeyemi, said the PDP has a joker it is keeping close to the chest.He warned that when the chips are down, both Oshiomhole and the APC will be shocked.Odeyemi said: “We wonder why Adams Oshiomhole will continue to display a clear lack of understanding of how the leadership of the federal parliament emerges.“It seems he believes that his choice of Ahmed Lawan and Femi Gbajabiamila for the Senate President and Speaker of the House of Representatives respectively will see fruition without the support of our lawmakers. Former Governor Segun OniVictor describes ex-leader as respected party memberThe Supreme Court yesterday dismissed a suit filed by an All Progressives Congress (APC) stalwart, Chief Segun Oni, to unseat Governor Kayode Fayemi of Ekiti State.The suit was challenging the eligibility of the former Minister of Solid Minerals Development as candidate of the party in the July 14, 2018 governorship election.In a unanimous judgment delivered by Justice Amirul Sanusi, the apex court held that the application was statute-barred and a mere academic exercise.It ruled that the case of the ex-governor was caught up with Section 285 of the 1999 Constitution (as amended) which required that all pre-election cases must be filed within 14 days of the cause of action.Justice Sanusi stated that from the record before the court, the case was filed 42 days after, thereby making the suit legally incompetent to be adjudicated upon.Oni, who participated in the party’s gubernatorial primary, had dragged Fayemi to court praying for an order disqualifying him on the ground that he allegedly did not resign as minister three months ahead of the exercise as required by law.The APC faithful also predicated his prayer on the report of a Commission of Enquiry set up by the immediate past governor of the state, Ayodele Fayose, prohibiting the incumbent from holding public offices for a period of 10 years.But a Federal Capital Territory (FCT), presided over by Justice Othman Musa in a ruling, quashed the report of on the premise that Fayemi was denied fair hearing during the proceedings.Consequently, Justice Sanusi upheld the preliminary objection raised against the appeal.Reacting to the judgment, Fayemi’s counsel, Rafiu Balogun, commended the apex court for the ability to do justice to the issue within the time frame allowed by law, adding that it was a no victor, vanquished situation.However, the governor said Oni remained a respected member of the ruling party.He spoke in Ado-Ekiti while swearing in the state’s Head of Service, Ayodeji Ajayi.Fayemi stated: “Ekiti must move forward. Enough of these distractions. Enough of these recriminations over matters that ought not go to court.”

012'FEATUREDCheers, jeers as CCT sacks OnnoghenPublishedApril 19, 2019The Code of Conduct Tribunal on Thursday convicted Justice Walter Onnoghen of charges of breach of the Code of Conduct for Public Officers and ordered his removal from office as the Chief Justice of Nigeria.The three-man tribunal led by Danladi Umar also ordered Onnoghen’s removal as the Chairman of both the National Judicial Council and the Federal Judicial Service Commission.It banned him from holding any public office for a period of 10 years.The tribunal also ordered the forfeiture of the funds in the five bank accounts which the defendant was said to have failed to declare as part of his assets in breach of the Code of Conduct for Public Officers.The tribunal, in its historic judgment on Thursday, convicted the former CJN on six counts including a specific allegation that he failed to declare his assets to the bureau between June 2005 and December 14, 2016.It also found him guilty on the rest of the five counts, in which the defendant was alleged to have falsely declared his assets on December 14, 2016, by omitting to declare his domiciliary dollar, euro and pound sterling accounts as well as his two naira accounts, all domiciled in Standard Chartered Bank (Nig.) Ltd.Convicting the erstwhile CJN on all the six counts, the tribunal chairman, who read the judgment, said, “Having regard to section 23(2) of the Code of Conduct Tribunal and Bureau Act, the defendant has clearly contravened the Code of Conduct for Public Officers and he is hereby convicted.”The tribunal chairman then offered an opportunity to the ex-CJN to make an allocutus, that is, a plea for leniency.But in response Onnoghen, who was seated in the dock throughout the proceedings, stood up and bowed as he said, “No comment.”The chairman went on to impose the sentence, saying, “The defendant has clearly violated the Code of Conduct for Public Officers and he is accordingly sentenced as follows:“The defendant is hereby removed from office as the Chief Justice of Nigeria, the Chairman of the National Judicial Council and Chairman of the Federal Judicial Service Commission.“The defendant is hereby banned from holding any public office for a period of 10 years.“The money in the five accounts which the defendant has failed to disclose its source and has not adduced evidence of how he amassed such huge amount of money in the five accounts that was not declared, is hereby confiscated, seized and forfeited to the Federal Republic of Nigeria as the money was acquired illegally and the defendant has failed to adduce any evidence of how he acquired the huge sums of money in the five accounts.”The charges were filed against Onnoghen on January 11 and on January 23. The CCT then made an ex parte order directing President Muhammadu Buhari to suspend him pending the conclusion of his trial.Enforcing the order, Buhari suspended him on January 25 and immediately swore the next most senior Justice of the Supreme Court, Justice Tanko Muhammad, as acting CJN, as stipulated in the CCT order.On April 4, barely 24 hours after the NJC sent its recommendations on the allegations of misconduct levelled against Onnoghen to Buhari, the former CJN reportedly tendered his letter of voluntary resignation.The recommendations of the NJC had yet to be made public but the council had said it refrained from investigating the petition which contained exact allegations as the charges Onnoghen was being prosecuted for at the CCT.The CCT its judgment on Thursday said the prosecution led by Aliyu Umar (SAN), successfully proved all the elements of the offences of breach of Code of Conduct for Public Officers, saying it believed the evidence of the three prosecution witnesses who testified in the case.The tribunal chairman noted that Onnoghen, who only called one witness failed to dispute the evidence of the three prosecution witnesses.He added that Onnoghen had confessed to the crime by claiming to have forgotten to declare the five accounts.The CCT noted that the defendant only called his driver, Mr Lawal Busari, as his only witness, who “did not say anything about the Form CCB 1, the assets declaration forms, submitted by the defendant.”He noted that the confession was enough to convict the defendant.He said, “The evidence of Prosecution Witness 1, Prosecution Witness 2 and Prosecution Witness 3 was not disputed.“The statement of the defendant made in his hand writing alluding to forgetfulness to declare the five accounts is enough to hold that the defendant clearly contravened the Code of Conduct for Public Officers.”Earlier in the Thursday’s proceedings that lasted about one hour 30 minutes, the tribunal delivered two reserved rulings, dismissing the two separate preliminary applications filed by Onnoghen.One of the applications challenged the tribunal’s jurisdiction to hear the case while the other urged the CCT chairman to withdraw from further presiding over the trial on the basis of a likelihood of bias.Regarding the one challenging the tribunal’s jurisdiction, the CCT said the Court of Appeal’s judgment in Federal Republic of Nigeria Vs. Nganjiwa, relied on by the defence was not applicable to the CCT which, according to him, is constitutionally empowered to have exclusive jurisdiction to entertain cases of alleged violations of the Code of Conduct for Public Officers.The judgment of the Lagos Division of the Court of Appeal had prohibited the investigation and prosecution of serving judges unless they are first disciplined by the NJC.Dismissing the application, the CCT ruled, “The defendant/applicant as the Chief Justice of Nigeria is not being charged as a public officer but as an ordinary public officer.”The tribunal also “reversed itself” in its decision in which it relied on the FRN Vs Nganjiwa case to dismiss the case of assets declaration breaches instituted against a Justice of the Supreme Court, Justice Sylvester Ngwuta.Dismissing the second application, the CCT chairman said that the defendant’s allegation that he was likely to be biased and influenced by the executive arm of government was baseless.He said there was no ongoing investigation or a pending bribery charge instituted against him by the Economic and Financial Crimes Commission as alleged by the defendant.According to the judge, while the EFCC had issued him letters of exoneration, the charges filed against him by the commission through Mr Festus Keyamo (SAN), had been withdrawn on November 1, 2018.He also said the fact that the CCT was under the Presidency did not imply that the tribunal would always succumb to the whims and caprices of the Presidency.But a Senior Advocate of Nigeria, Mr Okon Efut, who is one of the leaders of Onnoghen’s legal team, described the conviction of the erstwhile CJN by the CCT as unconstitutional and premeditated.Speaking with journalists on the premises of the CCT after judgment was passed on his client on Thursday, Efut said the CCT’s judgment would be appealed against at the Court of Appeal.He said, “We know that all is not over in this matter. The wheel of justice grinds slowly. It grinds slowly but surely, this is not a matter that will end here. We shall avail ourselves of all the processes and the hierarchy of the judiciary.”Efut described the judgment as unconstitutional as it breached the ex-CJN’s right to fair hearing.He also said the judgment was premeditated, saying it had been passed as far back as January 23, when the tribunal ordered Onnoghen’s suspension without hearing him.He said, “So, it was fait accompli, it was premeditated. Judgment has been passed before today. Today’s judgment is just a formality.“We hold the view that the tribunal has not only breached the Constitution of Nigeria, it has breached the fundamental principles of natural justice, equity and good conscience.“It has not only been able to pass judgment, it has convicted on an offence that was never charged. This is an erosion of the fundamental principles of our constitution.”Onnoghen appeals against conviction by CCTMeanwhile, Onnoghen has filed 16 grounds notice of appeal before the Court of Appeal in Abuja, shortly after the judgment was delivered by the CCT on Thursday.He insisted, among others, that he did not confess to the alleged offences, as held by the CCT. Chief Awomolo Adegboyega (SAN) topped the list of lawyers who filed the appealed on his behalf. The rest are Chief Chris Uche (SAN), Efut, Chief Ogwu Onoja (SAN), and George Ibrahim.They claimed that the lower tribunal erred in law when it held that the appellant confessed to the charges framed by admission and use that as a basis to hold that the appellant did not declare his assets from year 2005 when he became a Justice of the Supreme Court and thus occasioned a gross miscarriage of justice.They added, “The appellant did not admit the fact of non-declaration of assets from year 2005 as Justice of the Supreme Court. The appellant only stated that he did not declare his assets in 2009 as required by law because he forgot and did the declaration immediately he realised same.“By the evidence of DW1 (first defence  witness, Lawal Busari who is Onnoghen’s driver), and Exhibit DW2 tendered, it has affirmed the statement of the appellant that he forgot to make a declaration in 2009 but did in 2010 when he remembered showing there was a declaration after contrary to Count 1 of the charge.”He also faulted the judgment on the grounds that the tribunal erred when it held that the evidence of DW1 did not create reasonable doubt on the evidence of the prosecution witnesses that the appellant did not make declaration of assets since 2005.The appellant also said the tribunal erred when it convicted him “based on an alleged confessional statement, arguing that confessional statement did not constitute confession as known to law, as it was not precise, clear and unequivocal as required by law and sustain a conviction.”They are seeking, “An order allowing this appeal; an order that the lower tribunal lacks jurisdiction to entertain the case; an order that the charge has become academic; an order setting aside the conviction of the appellant; and an order setting aside the order for forfeiture of assets made by the honourable tribunal and an order discharging and acquitting the appellant.”The defence lawyers contended among others that the tribunal erred in law when “it placed the burden of proving his innocence on him in violation of Section 36(5) of the 1999 Constitution and Section 135(1) of the Evidence Act, 2011.”SERAP back Onnoghen’s conviction, demands Buhari, others’ declared assetsHowever, an Anti-corruption group, Socio-Economic Rights and Accountability Project, has said it welcomes Onnoghen’s conviction.SERAP, while hailing the decision, said it should set the standard for all public officials, as regards the declaration of their assets in compliance with the law.It said as a result, it had written the CCB demanding the details of the assets declared by all the Presidents and state governors since return to democracy in 1999.SERAP’s demand covers President Buhari and his predecessors – ex-Presidents Olusegun Obasanjo, the late Umaru Yar’Adua and Goodluck Jonathan.In a statement by its Deputy Director, Kolawole Oludare, SERAP said it wanted the Chairman of the CCB, Dr Muhammed Isah, to supply it with “information on specific details of asset declaration forms submitted to the CCB by successive Presidents and state governors since the return of democracy in 1999.”It said, “While we welcome the judgment by the Code of Conduct Tribunal on Justice Walter Onnoghen, we now urge the CCB to extend its mandates to enforce constitutional provisions on asset declarations by public officers to cover elected officers and to vigorously pursue the prosecution of any such officers who use their powers either as presidents or governors over public funds to enrich themselves.“Publishing the asset declarations of elected public officers since the return of democracy in 1999 to date would improve public trust in the ability of the bureau to effectively discharge its mandates.“This would in turn put pressure on public officers like presidents and state governors to make voluntary public declaration of their assets.”CACOL hails judgmentAlso, the Centre for Anti-Corruption and Open Leadership hailed Onnoghen’s conviction, saying it would serve as a deterrent to other public officers.A statement by CACOL’s Coordinator for Research and Documentation, Mr Okechukwu Ndiribe, quoted the organisation’s Executive Chairman, Mr Debo Adeniran, as saying that the CCT’s verdict sacking Onnoghen had vindicated his position that the ex-CJN should not have stayed one day longer in office after his admission to the non-declaration of asset allegations.Onnoghen’s conviction, a tragedy – AdedipeBut a Senior Advocate of Nigeria, Chief Ifedayo Adedipe, described Onnoghen’s conviction as a tragedy for the judiciary and the nation, saying it called for introspection in the administration of justice.He said, “It is a tragedy that has befallen the institution of the judiciary; a case in which the Honourable Chief Justice of Nigeria is put in the dock and convicted as a felon, it is a tragedy for our country, it is a tragedy for the judiciary.”Onnoghen has strong grounds of appeal– FashanuAnother SAN, Mr Babatunde Fashanu, said he held the view that the CCT wrongly assumed jurisdiction to entertain the charges against Onnoghen, saying the suspended CJN had strong grounds of appeal.He said, “Whatever statute gives the CCT the power to prosecute is subject to the constitution that empowers the NJC to handle disciplinary issues against judicial officers. According to the decision in Justice Nganjiwa’s case, the Court of Appeal said you could not charge a judge for something relating to his office, including bribery and non-declaration of assets without first going through the NJC. That Court of Appeal’s decision is the law for now.”Onnoghen’s conviction, assault on judiciary – CoalitionOn its part, a coalition of civil society groups has described the trial and conviction of Onnoghen as an assault on the judiciary by the executive.The groups comprising the Coalition in Defence of Nigerian Democracy and Constitution, Concerned Nigerians, Free Nigeria Movement and MadConnect, said in a statement on Thursday that the judiciary had never been assaulted as it was under the Buhari administration.

Danjuma Goje of the APC in the Gombe Central Senatorial zone.In a ruling, Justice Raphael Ajuwa, Chairman of tribunal held that the permission was granted, based on the application filed by the petitioner, NAN reportsIn an application for withdrawal, counsel to petitioner, Babangida Muhammad, argued that the decision to withdraw, followed the outcome of a ”family meeting” where his client’s uncle’s pleaded with him to withdraw the matter and focus on his business.In his submission, counsel to the defendant, Luka Haruna, argued that there was no substance in the petition and even if the petitioner had continued, there will be no case against Sen.  IBADAN-FOLLOWING the March 9 governorship and house of assembly elections in Oyo State, the Independent National Electoral Commission (INEC) was said to have received thirty-two petitions over the conduct of the elections in the state. The Resident Electoral Commissioner (REC) in Oyo State, Mr. Mutiu Agboke made the disclosure during his speech at a programme to curb post election violence with the aim to promote unity and patriotism, organised by the National Orientation Agency (NOA), Oyo State.                    The REC disclosed that out of the petitions, the commission received one petition on the governorship election, four on the senate election, twelve petitions on the house of representatives election and fifteen petitions for the state house of assembly election. Agboke, while speaking further, reiterated the commission’s resolve to prosecute electoral offenders caught in the March 9 Governorship and House of Assembly elections in the state. While speaking on the theme of the sensitisation programmed tagged: ‘Building A People of Peace’, Agboke vowed that those caught with fictitious PVCs in the last governorship and house of assembly elections in the state would be made to face the music of the law. “In ensuring that we entrench this free and fair elections, if you did not have PVC, you are not contributing anything.” “Some people were arrested on the election day in Oyo State with fictitious PVCs, not our PVS. They were fictitious PVCs and arrangement is that those that engaged in vote buying will face prosecution,” he stated.                              The REC further reiterated the commitment of the commission to organise more credible elections in 2023, better than the one held this year. “We are promising you, lime we have always said, that free and fair election has come to stay in Nigeria.” “Those who are doubting Thomases, we are reiterating that by next week, we are going back to our cubicle to review our policies on what we have done right or wrongly. 2023 elections shall be better than the 2019 elections,” Agboke maintained. He equally advised the security agencies to be on the same page with the commission, disclosing that any election that is trailed with disharmony, the security agencies should be questions. “Our election development will not be in tandem with the international country standards, if the security agencies are not playing their roles according to the rules of their engagement, the REC added. Agboke, however, pointed out that one of the causes of unrest, disaster and lack of peace was where there no justice. “I was saying it before the election that INEC has no political party, INEC has no political interest. The REC has no interest in any politician.” He disclosed that following the March 9 governorship and house of assembly elections in the state, the commission had received thirty-two petitions in the state, adding that out of the petitions, there was one petition on the governorship election, four on the senate election, twelve petitions on the house of representatives election and fifteen petitions for the state house of assembly election. “That is how its been done in civilised societies and it is for INEC to come there and state how did we do it? Did we follow the the due process or apply our regulations?” He equally admonished all political parties in the country to learn how to play the game according to the rules.                                                         Earlier in her address, Oyo State director of NOA, Mrs. Dolapo Dosumu emphasised the need for all and sundry to build on the success recorded before, during and after the election for the sustenance of continued reign of peace and harmonious co-existence among the citizens, irrespective of different ethnic or religious       inclinations.                                                                                 She added that the essence of that was to fathom and implement workable strategies for enduring peace and social cohesion in communities, states and the nation at large.                                                                                             “It is expected that this programme will forestall any possible back lash of post election violence by any misguided person or group and engender co-operation and unity among every members of the society,” Mrs. Dolapo stated.                                                                     Other stakeholders at the programme emphasised the need for all to collaborate with INEC, NOA and security agencies to build on the successes recorded in the last elections, review and identify the lapses in the exercise. The event was attended by various stakeholders including traditional and religious leaders, civil society organisations and leaders of the inter-party advisory council in the state.

The Federal High Court in Birnin Kebbi on Wednesday struck out a suit challenging the nomination of Sen. Bala Na’Allah’s as the APC Kebbi South Senatorial District candidate, Mr Sule-iko Sami, during the APC primaries conducted in October 2018.Justice Sunday Onu struck out the case in Birnin Kebbi on the grounds that the suit was not filed within the 14 days duration as required by the Constitution, NAN reports.Onu held that in spite of the irregularities, intimidation, police harassment at the primary election held on Oct. 3, 2018 and Oct. 4, 2018, the plaintiff failed to file the suit within the required time and it has rendered the case “incompetent”.He also cited the Constitution of the Federal Republic of Nigeria Section 285(4-14), which states that: “any pre-election matter shall be filed within 14 days”.Justice Onu said: “this suit was not filed within the stipulated time and lacks merit and is incompetent.”Onu also faulted the plaintiff’s Counsel for not signing the writ of summons which could not supply valid information to the court.“The Nigerian Constitution is supreme over all constitutions, there must be equity; therefore, the preliminary objections of the second and third defendants is hereby upheld.“This Court finds this suit incompetent, having been filed out 14 days period required by the Constitution and is hereby struck out,” he said.Counsel to the APC, Ebenezer Ogolina described the judgment as the“ right Justice”, adding that; “The suit instituted by the plaintiff is like a dead horse and no amount of kicking can make it run or walk again”.The Counsel to Sule-Iko, Abubakar Suleiman, in his reaction, said he will review the court’s judgment and consult with his client on the next step.

00:004'NEWSFayose’s aide received N1.2bn at airport under soldiers’ protection –WitnessPublishedThe N2.2bn money laundering trial of former Governor Ayodele Fayose continued on Monday with Zenith Bank manager, Akure branch, Mr Sunday Alade, testifying as the 11th prosecution witness.The Economic and Financial Crimes Commission is prosecuting Fayose, alongside a firm, Spotless Limited, for allegedly receiving N2.2bn from the office of the National Security Adviser in 2014.The prosecution said Fayose used the money to prosecute his governorship election in Ekiti.Led in evidence by the prosecuting counsel for the EFCC, Mr Rotimi Jacobs (SAN), Alade narrated to the court how Fayose’s aide, Abiodun Agbele, accompanied by soldiers and mobile policemen, went to Akure Airport to take delivery of N1.2bn transported in two aircraft.Alade said, “On the 17th of June 2014, I was in my office in Zenith Bank, Akure. I received a call from my head of operations, Abiodun Oshodi, that a customer would be coming to make deposit into his account with the bank.“He said in order to provide security, we should arrange for a bullion van to go to the airport to pick the cash.“After an hour, my head of operations, Abiodun Oshodi, came and said the customer had arrived. He introduced Abiodun Agbele as the customer.“He said we should prepare to go to the airport. I asked for time to arrange for security, but they said that won’t be necessary as they had sufficient security.  They came with MOPOL and some soldiers in a Hilux van.”The witness said he joined Oshodi and Agbele to the airport, along with the bullion van and the security men.Alade added, “At the airport, we waited for a few minutes before the arrival of the aircraft. Three individuals came out of the aircraft.“Two of them walked away. The remaining person introduced himself as O. Adewale. The cash was offloaded into the bullion van and we drove to Zenith Bank Akure.”He said when they arrived at the bank, the money was counted in his presence. He said Oshodi, Adewale and Agbele were also present.“The money was counted in our presence. It was N724m. We were informed that there was a balance. We went back to the airport and picked N494m. The total cash amounted to N1.219bn.“I gathered that the cash was lodged in three bank accounts – those of De-Privateer, Spotless Investment and Ayodele Fayose.“I also understand some cash was taken away that day by Mr Agbele.”Asked who Adewale was, he said, “Adewale O. introduced himself as Obanikoro’s ADC (aide-de-camp).”Asked if he knew those who walked away from the aircraft after it landed, the witness said, “One of them resembled Obanikoro. I never met him in person. The Ekiti State House of Assembly on Tuesday banned former Deputy Speaker and Peoples Democratic Party member, Segun Adewumi (Ekiti West Constituency 1) for six weeks for alleged undue interruption of the Speaker, Adeniran Alagbada.The suspension followed verbal exchange between the Speaker and the former deputy Speaker at the plenary, prompting the Speaker to exercise his powers with which he banned him in accordance with Section 17 of the House Standing Order.Following the suspension, the Speaker said Adewumi would be prevented from participating in any plenary session, butcould only be involved in off-plenary activities of the House.Alagbada said: “I am still the presiding officer of this House and it constitutes an infraction for any member to interrupt me when I preside, except you have an observation to make.“But with what transpired today, it seems Hon. Adewumi did not make any observation, but only wanted to stall this proceeding and he is hereby banned for six weeks.”Other lawmakers, in their submissions, agreed with the action, saying the Speaker did not circumvent the Constitution and standing order in arriving at the punitive measure against Adewumi.The Assembly, however, passed a bill to repeal Ekiti State Official Logo Amendment Law No. 28 of 2014; while the bill to re-enact Ekiti State Government Official Logo Law 2011 was passed by the Assembly.The lawmakers also considered Ekiti State Development and Investment Promotion Agency Bill 2019 and fixed another legislative day for further legislative processes.However, the screening and confirmation of some political appointees earlier fixed for Tuesday was shifted on the request of the Executive.

The PDP reacted once again to the claims of the ruling All Progressive Congress, APC, that the PDP's presidential candidate, Alhaji Atiku Abubakar, is not a Nigerian. The APC submitted a motion on Friday by its chairman Lateef Fagbemi, at the Presidential Election Petition Tribunal in Abuja, claiming that Atiku is a Cameroonian, and not a Nigerian citizen.                  Therefore, the APC indicated that its own candidate, President Muhammadu Buhari, should be rejected for lack of merit in the former Vice President's petition.           But, Mr Segun Sowunmi, President of the Peoples Democratic Party (PDP), speaking on TV channels on Sunday, the APC's claim that Atiku is not a Nigerian is only part of the ruling party's actions to dislodge the former vice president from his reclaimed mandate. He wondered how APC was going to present such a claim when Atiku's the Adamawan Waziri added that for more than 20 years he was the top customs officer before he retired. Speaking in an interview with journalists in Abuja, the APC spokesman said the National Working Committee (NWC) of his party was right in endorsing certain lawmakers-elect for National Assembly leadership. Buttressing his point with the goings on in the US Congress, Issa-Onilu said: “On this matter of choosing the leaders of the National Assembly, the APC is absolutely right. What the National Working Committee of the party is doing is in line with international democratic practice. “What we practice in Nigeria is called Presidential system of government, which is fashioned after the American Presidential system. “In party politics as we have in Nigeria, the only recognised vehicle for electoral contest is political party. What this means is that anyone who wishes to contest to become a senator or member of the House of Representatives or for any other political office for that matter must be a member of a political party. “I have read many otherwise experienced politicians mixing things up in this regard. Let me state clearly that the National Assembly is not a political party. So, it is an abnormality for the National Assembly or the Senate or House of Representatives as institutions to be in opposition to the executive. “The opposition in the National Assembly is PDP and other political parties that have members elected into legislative arm. “The members of the National Assembly elected on the tickets of the APC cannot be in opposition to their own government. They are part of the ruling party. They are in the National Assembly to help the ruling party deliver on its mandate. “And because they are in the majority in both the Senate and the House of Representatives, they automatically produce the leaders of the two chambers. Let me emphasise the word produce, not elect. The rule allows for simple majority and the APC has that already. “You may need to ask those who are posting unfounded opinion about this issue: ‘when did they see the Democrat and the Republican in the United States’ congress conducting elections as a unit to choose leaders?’ If the Democrat is in the majority in the House of Representatives in the US, they automatically produce the Speaker and other leadership positions that belong to the majority party. The Republican would also produce leaders for the positions that belong to the minority positions. “If the situation were reversed, then the leadership positions would be reversed in like manner. The respective party normally handles this matter and they would return to the chambers to announce their respective new leaders. The process of election in the chambers, therefore, becomes a mere formality. “As a party in the majority in the two chambers, the APC does not require the support of the the PDP members to elect the Senate President, the Speaker and the other principal positions. Just as the PDP does not require the support of the APC to elect the minority leaders and those other positions that belong to the minority party. US military mission in Somalia could take seven years to completeBy Ryan Browne, CNNUpdated at 1319 GMT (2119 HKT) April 13, 2019(CNN) — This week President Donald Trump signed an executive order extending a presidential declaration of a national emergency concerning Somalia for another year, calling the Islamist insurgency plaguing that country an "unusual and extraordinary threat" to the US.But even if that is the last extension of the declaration, US defense officials say the mission in the country is likely to take years to complete.The fight there hinges on US Special Operations Forces being able to train an elite Somali army unit capable of defeating al Qaeda-linked militants on the ground. The commitment to the East African nation comes after the President has signaled a desire to reduce US troop levels across the globe and as the administration is in the process of withdrawing forces from Syria.While officials say the effort is making progress, they tell CNN that the US training mission is likely to not be completed until 2026.For nearly two years, a small team of US Special Operations forces has been embedded with the Somali National Army, assisting in the fight against the militant group Al-Shabaab. As well as advising on airstrikes and ground assaults, the Navy SEAL-led team's primary task is to train and build Somalia its own elite light infantry force.Named Danab, which in Somali means lightning, the force currently numbers only about 500 soldiers, too few to carry out operations in a country with a coastline almost as long as the east coast of the US. Though the US has higher troop levels in Niger and Djibouti, Somalia is the only place in Africa where the US military is regularly carrying out airstrikes against enemy forces.The Pentagon has about 500 to 600 personnel in Somalia according to US Africa Command.While US military advisers have been in Somalia since at least 2013, the effort has gotten a major boost under the Trump Administration, which volunteered to undertake the Danab advisory mission in 2017 in addition to expanding drone strikes, and in December reopened the American diplomatic mission in Mogadishu for the first time since 1991.Trump authorized the military to carry out precision strikes targeting Al-Shabaab in March 2017. Prior to that the US military was authorized to conduct airstrikes only in defense of advisers on the ground.So far this year, at least 255 fighters from Al-Shabaab have been killed in 30 airstrikes, according to figures released by US Africa Command. In 2018 the US conducted 47 airstrikes targeting Al-Shabaab, killing about 337 militants. In 2017 the US carried out 35 airstrikes and in 2016 it conducted just 15."The bottom line is we're taking formations and fighters and leaders off the battlefield. And that is having effect on the network," Brig. Gen. William West, the deputy director of operations for Africa Command, told CNN in a statement.The increase in airstrikes though has been criticized by some members of Congress and outside groups like Amnesty International, which has accused the US of killing civilians in Somalia.While the US military has rejected Amnesty's allegations, US Africa Command announced earlier this month that it had determined that one of its 2018 drone strikes had killed two civilians, the first ever such acknowledgment by the US military in Somalia.US military officials stress that the airstrikes are only one component of the US military's overall campaign in Somalia."Every strike we take, whether it's on the pace that we're on this year or on the pace that we've been on in previous years, is all done in support of the strategy. And the strategy supports the goals of security and stability in Somalia," Maj. Gen. Gregg Olson, the director of operations for US Africa Command said in a statement to CNN.The administration regards the fight against the militant group Al-Shabaab in Somalia as critical to protecting America's primary strategic allies in the region such as Kenya and Ethiopia which have been hit by Al Shabaab-linked terror attacks in the recent years.London MeetingThe current strategy is partly a result of a May 2017 conference held in London, where a group of countries including the UK, US, Kenya and Ethiopia along with representatives from the UN, African Union and European Union, met to discuss the future of Somalia.For years the task of fighting Al-Shabaab in Somalia had fallen to the African Union-led peacekeeping mission, AMISOM. But in the months leading up to the London Conference, Al-Shabaab proved that it was still a potent force on the battlefield with its fighters overrunning three AMISOM bases, seizing weaponry, armored vehicles and ammunition.In London, a plan was agreed on that called for the creation of a regular army of 18,000 troops and 32,000 federal and state police to eventually replace the African Union-led peacekeeping mission, AMISOM which had spent years fighting Al-Shabaab.Then-Secretary of Defense Jim Mattis agreed that the US would take responsibility for "training specific numbers of proficient and mobile light infantry capable of defeating Al-Shabaab," referring to the Danab unit.The rest of Somalia's security forces were to be trained by international advisers from the EU, Turkey and the UAE on a bilateral basis. USAID officials told CNN that at least 1,000 families have returned to Kismayo.Still, the focus remains on securing the areas around the capital Mogadishu where Al-Shabaab, despite having been driven from the city, can still carry out terror attacks. An attack last month killed dozens.The hope is that eventually the elite Somali troops will be able to drive Al-Shabaab from strategic corridors and areas near the capital, and keep them from attacking Mogadishu.For now though, the Somalis are still heavily reliant on US forces, particularly for functions like planning and intelligence. Playing the religion card.These are among the more unsavory tactics that have allegedly been used by some Indian political parties as they scramble for votes during election season.Now, with the country of 1.3 billion people embarking once again on the world's biggest democratic exercise, a new board game is simulating something of that campaign process -- offering players both the standard and the sleazier electoral strategies.The Poll: The Great Indian Election Game is the brainchild of 27-year-old journalist Abeer Kapoor, who came up with the idea in 2017 after covering national and state elections.Abeer Kapoor with the board game he invented that was inspired by India's political system."I started thinking about how parties are like players where they have a set of fixed resources like money, feet on the ground, party workers, ideologies and the media and other institutions. But the terrain, the state constituencies, are different," said Kapoor."So, it's like a game, and we should be able to simulate that in a way that breaks the barrier between people and politics. We want people to understand the process."The game has also provided Kapoor with a unique insight into Indian voters and their political preferences.The Westminster systemIndia is a former British colony, and its political system follows the Westminster model. Partiesfield candidates for seats in the Lok Sabha, the lower house of Parliament, and whichever party wins a majority of seats gets to choose the prime minister.Across 543 constituencies, candidates will vie for votes from an electorate numbering 900 million, nearly triple the population of the United States.The board game, three to four people, each of whom represents a political party and creates a manifesto by choosing "policy cards" which he or she must defend.Jargon has been lifted from real party manifestos and definitions taken from high school textbooks, since one of Kapoor's goals is to educate players in the process -- warts and all."I realized early on that if I built an ideal situation that did not mimic an Indian election, there would be a huge cognitive dissonance when people encounter (actual) elections," said Kapoor.With money, media strategies and manifestos, the game sets out to recreate the process of India's elections.A player who manages to convince opponents their strategy will work places cubes on top of a constituency card. Players use both financial resources and campaign strategies as they battle for influence.The game, Kapoor said, does not offer lessons about the morality of politics."We want people to understand the process of an election, that there are issues and there are promises that are made and we don't always hold people accountable for that," he said.The influences behind political beliefsThe game, which is available in Hindi and English, was launched in January, and Kapoor has been traveling the country to promote it.Along the way, he's noticed that the way people play it reflects their background and experiences of politics."We found that in an urban metropolis like Delhi, we aren't talking to each other about politics. So, you see that apprehension, you see more rigidity built in to the way that people want to see the world. The echo chambers become extremely visible in urban settings," said Kapoor.Constituency cards provide details of the geography and demographics of a district, along with how many seats it accounts for and the main issues at stake."If you move away from that to kids coming from more disadvantaged backgrounds in Mumbai, you see a lot more negotiation. This is their life, negotiating with the state. They're far more argumentative and comfortable with the idea of discussing the issues that matter."In Lucknow, a city in India's most populous state of Uttar Pradesh, some participants established a game on the side."In Uttar Pradesh, which is the hub of Indian politics, you see there's a casualness built in to corruption. One part of the game is where people argue to keep their constituencies, but by the end of it they were just trading money. They saw money on the board, and they didn't care about the arguments," said Kapoor.Poll predictionsThe real-life game kicked off on April 11. Because polling a country of this size is such a mammoth task, the voting will take place in phases across the country which will end on May 19. The winner will be announced on May 23. The ruling Hindu nationalist Bharatiya Janata Party is being challenged by a coalition led by the secular Congress Party.Players choose a number of policy cards that will form the foundation of their manifesto.Having traveled the country during election season, does Kapoor have any predictions?"We know what party people support by the manifesto and policy cards they pick. What I see is that this election is wide open. The Independent National Electoral Commission (INEC) has said that the candidate of the Peoples Democratic Party (PDP) in the 2019 presidential election, Atiku Abubakar, fabricated the votes he claimed to have scored. Atiku, in his petition before the presidential election tribunal, had claimed he defeated President Muhammadu Buhari by 1,615,302 votes. He said data from INEC server showed that he polled a total of 18,356,732 votes to defeat President Muhammadu Buhari, whom he said had 16,741,430 votes. However, INEC’s polling figures from the 36 states and the FCT gave Buhari 15,191,847 votes, while Atiku came second with 11,262,978 votes. In its response as the first respondent in the case, INEC disowned the figures from Atiku. On page eight of its 80-page reply seen by TheCable, INEC said: “Further to the foregoing, the website described as www.factsdontlieng.com was neither created nor owned by the 1st Respondent (INEC). It is a site not known to the 1st Respondent. “The 1st Respondent does not share information with such an unclassified entity and any information purportedly derived therefrom which does not accord with the result as declared by the 1st Respondent is not authentic but rather was invented for the purpose of this case.” INEC also insisted it did not transmit results electronically, thereby rejecting Atiku’s claims that the figures were derived from its server. It said: “The 1st Respondent (INEC) did not adopt electronic transmission or collation of results in the conduct of the election, voting by electronic means not having been adopted as a provision of the Electoral Act. The 1st Respondent specifically denies the existence of electronic transmission of results as it is unknown to the Electoral Act, 2010 (as amended) and Regulations and Guidelines for the conduct of the elections, 2019, and put the Petitioners to the strictest of proof thereof.”
